Kharkov is the second largest city in Ukraine. It is the administrative center of Kharkiv Oblast as well as Kharkov Raion. It was founded by a decree of Tsar Alexios I in 1654, on the site of a former Hunnic settlement of Jarka, dating from the 5th century.
